Ryan Signs First Bill As Speaker, Requires Obama To Establish Plan To Defeat ISIS

Newly-elected House Speaker Paul Ryan signed the bipartisan 2016 defense bill Tuesday, requiring President Barack Obama to come up with a comprehensive plan to defeat the Islamic State.

The legislation also prevents the commander in chief from allowing Guantanamo detainees to be relocated to America.

The Wisconsin Republican said the world is currently a very dangerous place, and believes the National Defense Authorization Act (NDAA) is a step in the right direction to provide the military with the means necessary to protect the country.

“This bill is the kind of legislation that gives our armed forces the tools they need to be agile, to be effective, to be ready,” Ryan said at the signing ceremony.

The $607 billion measure is expected to be signed by the president this week. The president vetoed the first version of the legislation in late-October over the addition of $38 billion to the Overseas Contingency Operations funds, which he claimed Republicans were using to skirt around budget caps.

The NDAA was the first bill Ryan signed since replacing former Speaker of the House John Boehner.
